I am tempted to say: The German-French collaboration continued at the bureaucratic micro-level. However, what developed was quite different from the parent models: rather than developing exploitation, “corrupt elites” appeared. Corrupted by whom, one wonders?
Once foreign aid had lubricated these elites, they had to be circumvented: Thus was born the NGO industry.
What did this mean for financial control? How was this post-colonial setting represented in financial reporting?
